常見漏水問題

在香港,較常出現的漏水問題可分為三種,分別是天花、內牆、外牆和窗邊滲水。漏水和滲水成因,大多是由欠缺維修的水管、衞生設備或排水渠管滲漏造成。

漏水會導致牆身石屎剝落、出現水潰、金屬老化等等問題,除了會影響住宅的外觀,更甚會出現漏電的情況,如果剝落情況涉及範圍廣泛,更會影響整體樓宇結構,嚴重影響住戶的日常生活,亦十分危險,必須立即進行勘察及維修。一旦發生單位有滲水漏水情況,千萬不要忽略並及早找出源頭並處理,否則可能會導致財務損失,甚至需要承擔法律責任。

自己的單位遇上漏水問題,應該如何解決?

如何找出漏水源頭?

若果想找出滲水的源頭及原因,記得要留意滲水出現的時間(例如全日、雨後、洗澡後)及位置(例如天花、牆壁、窗邊)。

天花、內牆漏水

大多是因為樓宇缺乏維修以及設施破損所致,常見的例子有樓上、毗鄰、本身單位的排水管或者供水管等入牆水喉漏水。天花板漏水的原因主要有三,上層單位地台內排水管破損、上層單位地台防水設施破損又或者地台內的供水喉管滲漏。

外牆漏水

因為石屎出現裂縫、「蜂巢」、沒有妥善處理螺絲洞等等原因,此類問題需要搭棚解決,應向大廈所屬的管理公司或業主立案法協求協助。

窗邊漏水

窗台滲水有機會是因為窗邊的玻璃膠老化、排水孔堵塞、鋁窗變形等等,此類情況會在下雨天特別嚴重。

漏水檢測費用

各種有關漏水測試費用、樓宇維修的服務收費各異,以驗樓服務為例,價錢一般以單位面積計算,例如每次每平方尺$3,最低收費$2,500。

若果希望聘請專家進行漏水測試,收費差距同樣十分大,費用會視乎深入程度以及服務內容而定,一般由$800至數千元不等。價錢不包括維修費用,不同類型的維修工程會有不同的收費。以公證行作為例子,收費通常由$2,000起跳,並會因應不同的檢驗方法而有所不同。

基本的測試方式有紅外線熱成像儀檢、兩針型濕度計檢測、鹹水測試等等。較深入的測試有水管壓力測試和色水測試。

漏水投訴方法:如何提出漏水索償?

單位滲水漏水誰要負責任?大廈的業主有責任維修及保養樓宇,若果是因為自己單位的問題而導致漏水情況,應該立刻聘請專業人士,例如工程公司、測量師行、註冊工程師進行修葺及處理,及早解決問題。

但是若果懷疑與鄰居單位有關,應該先與鄰居商討,並要求對方安排合資格的技術人員進行檢查及維修。亦可向大廈的管理公司又或者業主立案法團求助,根據大廈公契條文要求相關人士負責,在必要時可聘請法律人士或建築相關專業人士要求對方作出賠償,提出民事索償。

滲水投訴調查聯合辦事處

市民可先致電1823尋求滲水辦(滲水投訴調查聯合辦事處)協助,找出確實的滲水原因。滲水辦的主要工作為以有系統的測試方法,嘗試找出滲水的源頭,使有關業主進行維修,以解決由滲水引致的妨擾情況,要注意的是他們並不會參與任何維修的工作。

滲水辦會在舉報後6個工作天內聯絡舉報人,並安排工作人員到樓宇進行檢查。工作人員會在懷疑滲漏的單位進行檢查和測試以確定源頭,在有關單位的業主或住戶合作的情況下,通常可於90天內完成調查,完成後可以向有關人員及機構索取報告。

經過調查並證實源頭後,滲水辦可發出「妨擾事故通知」規定有關人士在指明的期限內減除妨擾事故,若不遵從的話可以提出檢控。一經定罪,最高可被罰款港幣$25,000,另加每日罰款$450。

在以下兩種情況下,滲水辦會停止調查:

  1. 在調查期間滲水情況變得輕微或有明顯改善。 
  2. 無法查出滲水源頭。

民事索償

若果未能與鄰居達成共識又或者鄰居拒絕提供協助和維修,可以向其作出民事索償,從法律途徑進行追究。不過原告人要先證明滲漏源自被告人的物業以及被告人對其物業滲水有實質認知或推定認知,並需自行進行舉證。

一般情況下,滲水辦的調查報告並不適用於民事訴訟。所以,原告人可向註冊工程師、測量師或者公證行尋求協助,到單位進行檢查並確定漏水源頭。循民事訴訟追討賠償的過程一般都比較耗時以及金錢,建議在有足夠的舉證情況下才進行。

防水工程:DIY 解決漏水可行嗎?

網上有不少 DIY 方法去減輕漏水問題,例如更換防水膠、玻璃膠、油上防水漆又或者是「打針」,即是滲漏防水注射等等。但其實這些方法普遍都是「治標不治本」,而且自己「打針」更是頗為危險,有機會令自己受傷,亦有機會引致更嚴重的裂痕,在沒有足夠知識的情況下很容易弄巧成拙,令問題更嚴重。

漏水的成因繁多,而且樓宇內部的結構亦十分複雜,若果想深入地解決漏水、滲水問題,最重要是及早維修以及聘請合資格人士作檢查以及維修才是最好的選擇。
